 The Senate Community & Regional Affairs Committee was called to               
 order by Chairman Randy Phillips at 9:01 a.m.  He noted that                  
 Senator Taylor was absent due to undergoing back surgery out of               
 state and that Senator Leman was unable to get back to Juneau                 
 because of inclement weather.  Because the committee lacked a                 
 quorum, he said only testimony would be taken on the calendared               
 legislation.

 SENATOR RANDY PHILLIPS introduced  SB 203  (MUNICIPAL POLICE                  
 SERVICES) as the first order of business.  Because there were no              
 witnesses in Juneau or on the teleconference network to testify on            
 the legislation, the committee moved on to the next item on the               
 calendar.                                                                     
 Number 030                                                                    
 SENATOR RANDY PHILLIPS brought  SB 255  (STATE POLICY ON HUMAN                
 RESOURCE DEVELOPMT) before the committee as the next order of                 
 business.

 BRUCE GERAGHTY, Deputy Commissioner, Department of Community &                
 Regional Affairs, speaking to a work draft of a proposed committee            
 substitute, said it is a good work draft, with the exception of the           
 first sentence in subsection (g).  The way the Job Training Council           
 is constructed in federal law it does not give much latitude to               
 include the membership of the other departments on the Council.               
 The language in that sentence is broad enough that it could cause             
 problems for the departments if they are not there at the table               
 participating with Council business.  He suggested that the overall           
 direction of that section would not be radically changed with the             
 deletion of the sentence.

 SENATOR ADAMS restated his intention to propose an amendment to the           
 bill which would add the Department of Fish and Game to the list of           
 departments named in the bill.

 There being no other witnesses to testify on SB 255, SENATOR RANDY            
 PHILLIPS stated it would be back before the committee at its next             
 meeting.                                                                      
 Number 115                                                                    
 SENATOR RANDY PHILLIPS brought  SB 2  (PAY EQUITY BASED ON VALUE OF           
 WORK) before the committee as the next order of business.

 SENATOR ADAMS moved that SB 2 and its accompanying fiscal note be             
 passed out of committee with individual recommendations.  The roll            
 was taken with the following result:  Senators Adams and Zharoff              
 voted "Yea" and Senator Randy Phillips voted "Nay."  The Chair                
 stated the motion failed and that the bill would be back before the           
 committee at its next meeting.

 SENATOR RANDY PHILLIPS brought  SB 39  (RETIREMENT CREDITED SERVICE           
 & BENEFITS) before the committee as the final order of business.              
                                                                               
 ROXANNE STEWART, staff to Senator Jim Duncan, directed attention to           
 a proposed amendment to SB 39.  She explained it would allow the              
 cost of living increases that occur while a person is reemployed to           
 be added on to their retirement benefit after they retire the                 
 second time.

 SENATOR PHILLIPS stated that SB 39 would be held over until the               
 next meeting, and he requested that a fiscal note be provided for             
 the additional provision to the bill.                                         
 There being no further business to come before the committee, the
